In this ethics session Richard Gmerek, Esq., a renowned lawyer and lobbyist, explores Pennsylvania’s new lobbying disclosure law and how it may conflict with the Rules of Professional Conduct in certain areas. Recent fines and opinions are also considered. Next, Eric Fillman, Esq., Deputy Chief Counsel to the Democratic Caucus of the Pennsylvania House of Representatives, discusses ethics in the legislative process and the bipartisan training and educational programs that have been implemented in the Pennsylvania General Assembly in response to “Bonusgate” and other scandals.
