Bennett Evan Cooper is a partner in the Phoenix office of Steptoe & Johnson LLP and a member of the Washington, D.C.-based firm's Appellate Group. Mr. Cooper practices primarily in the area of appellate advocacy in federal and state courts across the nation, and he also works with trial counsel on major motion practice and trials in anticipation of appeal, including dispositive motions, class-certification proceedings, jury instructions, and post-trial motions. Mr. Cooper served from 2009 to 2012 as the inaugural Chair of the Appellate Lawyer Representatives to the Ninth Circuit Judicial Conference, the first group of lawyer representatives selected by the circuit judges themselves. He also served from 2008 to 2009 as the Chair of the American Bar Associationís Council of Appellate Lawyers, which is part of the Judicial Divisionís Appellate Judges Conference. He currently is Chair-elect of the Appellate Practice Section of the State Bar of Arizona, and a member of the ABA Section of Litigationís Appellate Rules and Statutes Subcommittee. Mr. Cooper is the lead author of the Arizona Trial Handbook (West 2012-2013), which addresses the law of all aspects of civil and criminal trials in Arizona courts, and in 2013 assumed authorial responsibility for Federal Appellate Practice: Ninth Circuit (West Supp. 2013). He is also the author of the Arizona chapter in the ABAís Appellate Practice Compendium (2012), and a member of the editorial board of and contributor to the Arizona Appellate Handbook (State Bar of Arizona 2011). In 2010 and 2012, he was co-director of the Arizona Appellate Practice Institute, and in 2009 served on the faculty of the National Appellate Practice Institute in Chicago. In addition, Mr. Cooper is a member of the State Bar of Arizonaís Civil Jury Instructions Committee, as well as a past Chair of both its Intellectual Property Section and its E-Commerce & Technology Section, and he currently serves on the Arizona Judicial Councilís Commission on Technology. A former law clerk to the Honorable Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit, Mr. Cooper graduated with honors from Harvard College and Harvard Law School, where he won the Ames Moot Court Competition and served as executive editor of the Harvard Journal of Law and Public Policy and president of the Federalist Society chapter. He is listed in Best Lawyers in America and Southwest Super Lawyers for appellate advocacy, and was ranked in "The Top 50" of Arizona lawyers by Southwest Super Lawyers in 2011 and 2012.
