Land Air Water Legal Solutions LLC, Berwyn Mr. Hammond is one of the founding members and the President of Land Air Water Legal Solutions LLC, a six-attorney environmental boutique law firm based in Berwyn, PA. He concentrates his practice in assisting clients manage today’s emerging environmental issues, as well as air and hazardous substance regulation at both the state and federal levels. He provides a wide range of counseling to clients with a special emphasis on Clean Air Act matters affecting industry, including NESHAP, operating permit and regulatory compliance. He is frequently called upon by manufacturers, landfill operators, power plants, chemical and printing companies and others to provide compliance and environmental transactional advice, to represent them in administrative permitting and enforcement matters, and to negotiate with the agencies on their behalf. He has been at the forefront of a number of emerging environmental issues, including renewable energy credits, sustainability metrics and communications, and 'green' marketing claims, along with advising organizations on climate change legislation and regulatory efforts. He often writes articles on environmental compliance and sustainability topics that appear in national industrial trade publications, and lectures frequently on air and related issues to regional and national trade associations. Since 2003, Mark has informally led the Pennsylvania Waste Industries Associations’ air committee, which meets regularly with the DEP Bureau of Air Quality and resulted in a significant revision to the DEP’s “Best Available Technology” guidance applicable to municipal solid waste landfills and landfill gas-to-energy projects. In 2007, on behalf of a consortium of aligned clients, Mark successfully worked with several legislative staffs to amend two provisions of the AEPS (through passage of Act 35 of 2007). Since 2012, he has been involved with the Commonwealth of Pennsylvania’s Climate Change Advisory Committee (“CCAC”), which advises the Department of Environmental Protection on climate change issues, including recommending new legislation and regulation. Mr. Hammond is active in numerous professional and civic organizations and is a Barrister in the Delaware Valley Environmental American Inn of Court where he has served on the Executive Committee and is the immediate past membership chairman. He has been a member of several committees for the Chester County Council, Boy Scouts of America and for nine years was the chairman of the board of a 600-member non-profit organization that supports the council’s campus. He earned his J.D. from the University of Pittsburgh School of Law and his B.S. from the Virginia Polytechnic Institute and State University with a major in Mechanical Engineering and a minor in Economics. He is admitted to practice in the state court of Pennsylvania. Before practicing law, he was an engineer serving as a project manager and a department head at two Pennsylvania-based environmental consulting firms. |
