High Swartz LLP, Norristown Mr. Flenner is an associate with High Swartz LLP, a general practice firm based in Norristown. He concentrates his practice on issues affecting the built and natural environments, with a particular emphasis on environmental, land use, and municipal law. He has substantial experience representing municipalities, real estate developers, non-profit institutions, and individuals in zoning, land development, and building construction matters, including stormwater management, sustainable development, and green building issues. In addition to practicing law, Mr. Flenner serves as a Captain in the U.S. Navy Civil Engineer Corps. He is currently assigned to the Chief of Naval Operations Management and Analysis unit at the Pentagon. He served as the Officer in Charge of Reconstruction in Fallujah, Iraq from 2004 to 2005 assisting local municipal officials and engineers restore essential city services and rebuild critical infrastructure following the Second Battle of Fallujah. Mr. Flenner holds a Juris Doctor degree from the Pennsylvania State University, a Master of Science degree in Civil Engineering from the University of Illinois, and a Bachelor of Mechanical Engineering degree from the University of Delaware. He is a member of the Pennsylvania and Montgomery Bar Associations, a Registered Professional Engineer in Pennsylvania and Delaware, and a Registered Environmental Manager with the National Registry of Environmental Professionals. |
