Gary Payne Gary E. Payne, Inc., Oklahoma City Judge Gary Payne has been chief administrative law judge for the Oklahoma State Department of Health since 2006. He received a Bachelor’s degree in Political Science from Oklahoma State University and a Juris Doctor degree from the University of Oklahoma College of Law. Judge Payne is a member of the National Association of Hearing Officers and is on the faculty of the Annual Training Seminar. He is president of the Oklahoma Council of Administrative Hearing Officers and is an Appellate Review Officer for the Oklahoma Special Education Resolution Center. He is a former member of the Oklahoma House of Representatives, a former member of the Board of Review for the Oklahoma Employment Security Administration, a former parti-time municipal judge for three cities, a former adjunct professor of business and law for several colleges, and a former member of the Edmond School Board. Judge Payne was a member of a private law firm from 1969 to 2006.
