Joel R. Burcat, Esq. Saul Ewing LLP, Harrisburg Mr. Burcat is a partner with Saul Ewing LLP, resident in its Harrisburg office. He is Chair of the Firm's Environment and Natural Resources Practice Group. His practice is devoted to environmental and natural resources law. From 1980 to 1983, Mr. Burcat served as an Assistant Attorney General and Assistant Counsel with the Pennsylvania Department of Environmental Resources (now DEP). From 1989 to 1994, he was an elected officer of the Pennsylvania Bar Association Section on Environmental, Mineral and Natural Resources Law (PBA EMNRLS) and served as its Chairman from 1992 to 1993. He remains active with the Section. Mr. Burcat has previously served as Special Counsel to the Pennsylvania State Senate Environmental Resources and Energy Committee and as Chairman of the Right-to-Know Working Group of the Environmental Affairs Committee of the Pennsylvania Chamber of Business and Industry. Mr. Burcat is a former member of the Rules Committee of the Pennsylvania Environmental Hearing Board. Since June 2000, Mr. Burcat has served as a Certified Mediator in the United States District Court for the Middle District of Pennsylvania. He is co-editor of Pennsylvania Environmental Law and Practice, published by PBI since 1994 and now in its 7th (2012) edition. Mr. Burcat is a recipient of the 2007 PBA EMNRLS's Distinguished Service Award. In October 1999, he received an Award in Recognition of Outstanding Service to the Profession from PBI. In May 1993, the PBA conferred upon him its Special Achievement Award. In May 1994, he received a Certificate of Appreciation from the PBI. Since 2007 he has been named by Chambers USA as one of "America's Leading Lawyers in Environmental Law." He has also been selected for inclusion in all editions of Who's Who in American Law since 1994 and in the 1997 and subsequent editions of Who's Who in America. Mr. Burcat was listed by Philadelphia magazine as a "Super Lawyer" in 2004 and subsequent years. He is also listed in Best Lawyers in America for environmental law. He received his B.S., cum laude, from Pennsylvania State University and his J.D. in 1980 from Vermont Law School. Mr. Burcat is a member of the Dauphin County, Pennsylvania and American Bar Associations, in addition to several trade groups.
