David W. Nebel Oregon State Bar, Tigard David W. Nebel, Oregon State Bar, Tigard. Mr. Nebel worked for several Oregon legal aid programs for 30 years, first as a staff attorney and then as a regional director of the office in Oregon City. From 1989 through 2003, he was a lobbyist for legal services clients in the Oregon legislature. Since 2003, he has worked for the Oregon State Bar as a public affairs attorney. (10/11)
