Jay S. Bybee is a judge on the United States Court of Appeals for the Ninth Circuit. He graduated Magna Cum Laude and with Highest Honors from Brigham Young University and earned his J.D., Cum Laude, from the J. Reuben Clark Law School at Brigham Young University. Judge Bybee joined the Department of Justice in 1984 and served at the White House from 1989 to 1991 as Associate Counsel to the President. In 1991, he joined the faculty of the Paul M. Hebert Law Center at Louisiana State University. In 1999, Judge Bybee joined the founding faculty of the William S. Boyd School of Law at the University of Nevada, Las Vegas. Judge Bybee was appointed by President George W. Bush as Assistant Attorney General for the Office of Legal Counsel at the U.S. Department of Justice, a position he held from 2001 to 2003. On March 21, 2003, President Bush appointed Judge Bybee as a judge on the U.S. Court of Appeals for the Ninth Circuit.
