Roy S. Payne Mr. Payne graduated from the University of Virginia in 1974, receiving a B.A. with distinction. He received his J.D. from LSU Law School in 1977, and an L.L.M. from Harvard Law School in 1980. While at LSU, he was Associate Editor of the Louisiana Law Review and a member of the Order of the Coif. Following graduation from law school, he served as law clerk to U.S. District Judge Tom Stagg for two years, before returning to law school for his Masters degree. Judge Payne entered the private practice of law in 1980 with the law firm of Blanchard, Walker, O’Quin & Roberts in Shreveport, Louisiana, handling tort and commercial litigation until his appointment as United States Magistrate Judge for the Western District of Louisiana in 1987. After his retirement from the bench in January 2005, he joined the firm Gregorio, Gregory & Payne APLC. He is married to Lori Payne and they have four children.
