Ms. Murphy is a supervising attorney with DEP's Bureau of Regulatory Counsel where she primarily counsels the Stormwater and Erosion Control, Submerged Lands and Great Lakes programs. As a DEP regulatory counsel attorney, Ms. Murphy also facilitates coordination among and provides support to DEP's regional litigation attorneys, periodically represents the Department in litigation matters, and works with County Conservation District staff, municipal officials, sister state agency staff and EPA. She joined the Bureau of Regulatory Counsel in 2001 and has worked closely with the Department staff in the development of the 2002 Comprehensive Stormwater Management Policy; in the implementation of the NPDES stormwater "Phase II" regulations, the development of the 2006 Pennsylvania Stormwater Best Management Practices Manual, and on the 2010 "Chapter 102" regulatory revisions. From 1992-1994, Ms. Murphy practiced with the Department's Northeast Region litigation office, and from 1994-2001 with the Southeast litigation office. She received her B.A. with honors from Boston College and her J.D. from Villanova University School of Law. Ms. Murphy is also currently serving as a board member for the low income legal advocacy group Civil Justice, Inc., headquartered in Baltimore, Maryland.
