David L. Kramer Trial Division, Oregon Department of Justice, Salem David L. Kramer, Trial Division, Oregon Department of Justice, Salem. Mr. Kramer is the Senior Litigation Counsel for the Oregon Department of Justice, Trial Division. He retired from the Air Force in the grade of Colonel after spending 24 years of active and reserve service as a judge advocate. He has been a member of the Oregon Bar for almost 32 years, having spent most of that time as a trial attorney in state and federal court. He spent a number of years managing the torts and employment litigation of the State of Oregon. He is one of the DOJ’s contacts for veterans’ issues. He helped write and promote HB 3256 (making employment discrimination against veterans a violation of Oregon law). (06/12)
