HON. ARTHUR J. BOYLAN judicial experience spans more than 20 years. He has been a U.S. Magistrate Judge since 1996. Previously, Judge Boylan served as a Minnesota State District Court Judge for more than 10 years. Prior to his service on the bench, he was a litigator representing both defendants and plaintiffs. In accordance with the provisions of The Alternative Dispute Resolution Act fo 1998, the U.S. District Court of Minnesota appointed its full-time Magistrate Judges as ADR neutrals. Judge Boylan has fulfilled that role in hundreds of cases, many involving significant commercial disputes including patent infringement and medical device claims. He was the mediator involved in a False Claims Act case brought by the Minnesota Association of Nurse Anaesthetists against a number of anesthesiologists and other medical providers. He acted as mediator in a $270 million dollar settlement reached in the Stockwalk securities case. He was also the settlement judge involved with resolving an architectural design copyright infringement claim brought by Rottlund Homes, a townhouse developer. More recent assignments include multi-district litigation being brought against manufacturers of heart defibrillators and other implantable cardiovascular devises. A recent announcement by Boston Scientific, one of the MDL defendants reported that an agreement reached before Judge Boylan amounted to $195 million, resolving thousands of individual claims.
