Mr. Howell has been an Assistant Counsel for the Bureau of Workers’ Compensation Division of the Department of Labor and Industry Office of Chief Counsel since 1997. In conjunction with the Chief Counsel and Deputy Chief Counsel, he provides legal advice and representation to Bureau officials in a variety of matters, including those impacting the Health Care Services and Self-Insurance Divisions of the Bureau of Workers’ Compensation. In this capacity, Mr. Howell had the opportunity to contribute to the recently-published “The Health Laws of Pennsylvania”, edited by Howard Burde, former Deputy General Counsel. He received a B.A. in History from College Misericordia in Dallas, Pennsylvania and his J.D. from Widener University School of Law in Harrisburg where he was a member of the Moot Court Honor Society.
