Paul Snider Association of Oregon Counties, Salem Paul Snider, Association of Oregon Counties, Salem. Mr. Snider has been legal counsel for the Association of Oregon Counties since 1980. He has chaired the Oregon State Bar Committee on Detention and Corrections and served as project manager for the Oregon Jail Overcrowding Project. Prior to joining the Association of Oregon Counties, he was engaged in private law practice. He also served as deputy legislative counsel for the Oregon Legislature. (09/11)
