H. Bernard Waugh Gardner, Fulton & Waugh, PLLC, Lebanon H. Bernard Waugh is a partner at Gardner, Fulton & Waugh, PLLC in Lebanon, NH where he concentrates his practice in municipal law. Prior to joining Gardner, Fulton & Waugh in 2000, he was chief legal counsel for the NH Municipal Association for 15 years. Bernie received his A.B. from Dartmouth in 1974 and his J.D. from George Washington University Law School in 1978. He is a member of the NHBA’s Municipal and Governmental Law Section.
