Judge Mulligan was sworn in to the Court of Common Pleas of Allegheny County in December of 1993. She sits in the Court’s Family Division, hearing custody, support, property distribution, and Juvenile matters. From April, 1999 through April, 2002, she served in the position of Administrative Judge of the Family Division, responsible for the operation of the Adult Family and Juvenile Courts. In addition, from time to time, Judge Mulligan tries civil jury trials. A member of the Allegheny County Bar Association (ACBA), Judge Mulligan was honored as the “Outstanding Young Lawyer” of 1990, served on the Board of Governors from 1987-1990, was Chair of the Young Lawyers Division in 1987, and serves on various committees. Additional professional and civic organization memberships include the National Organization of Women Judges, The Pennsylvania Bar Association, Women’s Bar Association of Western Pennsylvania; Charter Fellow, Allegheny County Bar Foundation and the National Council of Juvenile and Family Court Judges. In 1998, Judge Mulligan received the “Women of the Year award from the University of Pittsburgh Law Women’s Association. In May of 2000, she received a service award from the National Council of Jewish Women and the Pro Bono Judicial Achievement award from the ACBA and the Bar Foundation. Judge Mulligan served on the Juvenile Court Judges Commission from August, 1999 through July, 2002 and on the Domestic Relations Rules Committee from 1999 through 2002. In November 2002, she received an award from the Juvenile Court Judges Commission in recognition of Outstanding Service to Pennsylvania’s Juvenile Justice System. Judge Mulligan frequently serves as a speaker and lecturer on family and juvenile law for the Allegheny County Bar Association and the Pennsylvania Bar Institute.
