Harriet Frankel Withstandley, Esq. Pennsylvania Department of Aging, Harrisburg Harriet F. Withstandley, Esq. was appointed Chief Counsel to the Pennsylvania Department of Aging in February 2003. Prior to her appointment, she was in private practice in Philadelphia, and also served as Associate General Counsel to a large healthcare system. Her prior service with the Commonwealth includes appointments as Assistant Counsel to the Medical Professional Liability Catastrophe Loss Fund and as a Bar Examiner for the Pennsylvania Board of Law Examiners. She received her J.D. from Temple University School of Law and her B.A. and M.A. from Ohio State University.
