Mr. Toal has served as an Assistant District Attorney in the Delaware County District Attorney’s Office since 1986. Mr. Toal is assigned to the Law and Appeals Unit, and he was previously a team leader in the Trial Unit. Mr. Toal handles the majority of Delaware County’s death penalty cases on direct appeal and in state and federal post-conviction litigation. Mr. Toal previously served as the editor of the Delaware County District Attorney’s Office newsletter concerning recent developments in criminal law. Mr. Toal has served as a PBI lecturer regarding capital cases for several years. He also is working with several local police departments and school districts in the District Attorney’s Office Safe Schools Program. Mr. Toal is a 1981 graduate of Gettysburg College (B.A.), a 1984 graduate of The Dickinson School of Law (J.D.), and he is a former clerk to the Honorable Stephen J. McEwen, Jr., President Judge Emeritus of the Superior Court of Pennsylvania.
