Gilbert P. High, Jr., Esq. High, Swartz, LLP, Norristown Mr. High is a senior partner in the firm of High, Swartz, Roberts & Seidel LLP, located in Norristown. Throughout his practice, he has specialized in the general representation of municipalities and at the present time is the solicitor for Lower Merion and Upper Dublin Townships, both in Montgomery County. He also has represented numerous other municipalities, Civil Service Commissions, and Zoning Hearing Boards, both generally and as special counsel. Since helping to design one of the very early commercially marketed computer systems for law office management, Mr. High has advised his municipal clients on legal and practical issues pertaining to their use of technological advancements in the public arena. Mr. High is a graduate of Princeton University (1962) and the University of Pennsylvania Law School (1965).
