Mr. O’Connell, a permanent master in divorce for Philadelphia Family Court, is a graduate of the University of Pennsylvania Law School. Previously, he received his B.A. from Ursinus College. During his 36 years with the court system, he consecutively served as law clerk to Judges John J. McDevitt III, Stanley Kubacki, and Samuel Rosenberg, as well as to Administrative Judges Nicholas A. Cipriani, Jerome A. Zaleski, and Esther R. Sylvester. Since 1989, he has been hearing equitable distribution cases as a permanent master in divorce. Mr. O’Connell was a member of the Philadelphia Divorce Rules Committee, which produced the local rules in divorce that became effective in 1990, and he also co-edited the previous local divorce rules that had been promulgated in 1986. He was the 2005 co-recipient of the Herbert R. Weiman, Jr., Award presented by the Family Law Section of the Philadelphia Bar Association. He has lectured previously for the Pennsylvania Bar Institute.
