Michelle M. Winchester Franklin Pierce Law Center, Concord, NH Michelle M. Winchester is a health and long-term care policy analyst with the Institute for Health, Law and Ethics (IHLE) at the Franklin Pierce Law Center in Concord, NH. The Institute employs its skills in legal and policy analysis to research, report, comment, and propose recommendations relative to the impacts of federal and state law, including government funding sources, on the integration and provision of quality health and social services to the people of New Hampshire.
