J. Paul Dibert J. Paul Dibert Consulting, Harrisburg Mr. Dibert is the owner of J. Paul Dibert Consulting. He is a former Chief of the Inheritance Tax Division of the Pennsylvania Department of Revenue. He retired after 30 ¾ years with the Department. He received his BS degree in business administration from Michigan Technological University. Mr. Dibert joined the Department of Revenue in 1980 and transferred to the inheritance tax division in 1984. Mr. Dibert is on the facility of the Pennsylvania Bar Institute and has participated in presentations at least annually for the last 24 years.
