Deborah Jugan, Esq. Office of the Allegheny County District Attorney, Pittsburgh Ms. Jugan is the Assistant District Attorney in the Offi ce of the Allegheny County District Attorney Stephen A. Zappala, Jr. She is currently assigned to the Narcotics Unit of that office, and has prosecuted animal abusers since 1996. Known for her expertise in the field of dog fi ghting prosecutions, she has served as an expert in the area of animal fighting for law enforcement in 14 states, federal agencies, and international law enforcement agencies. Known as the “Doggie DA”, she came up with the idea for the Allegheny Abused Animal Relief Fund (AARF), which raises money for the care of abused animals in Allegheny County. Ms. Jugan is an Adjunct Professor of Law at Duquesne University School of Law.
