Cynthia Cumfer Community Development Law Center, Portland Cynthia Cumfer, Community Development Law Center, Portland. Ms. Cumfer has specialized in representing nonprofit groups since 1978. Her clients include charities, educational organizations, social service organizations, immigrant and ethnic groups, quasi-governmental nonprofits, and advocacy groups. She was an adjunct professor at Lewis & Clark Law School from 1995 through 2002 and at Lewis & Clark School of Public Administration in the mid-1990s. Ms. Cumfer is coauthor of The Oregon Nonprofit Corporation Handbook. She has been a speaker and coplanner for seven Oregon State Bar CLE workshops on nonprofit topics and has presented many workshops on nonprofit issues. She is the author of numerous chapters on nonprofit topics for lawyers on issues such as nonprofit boards and governance, tax exemption, lobbying and electioneering, international nonprofits, quasi-governmental organizations, and best practices for nonprofits.
