    • The state constitutional convention
    • Changes made to apportion two senators per county
    • Baker v. Carr/Reynolds v. Sims and one-person, one vote,
    • Learning from past mistakes:  court cases implementing one-person, one vote, in the 1960s and 70s
    • The 1980 and 1990 cases
    • The Redistricting Commission and the 2000 case.
 
Legislative and Congressional redistricting:  state constitutional criteria other than Voting Rights Act:
